FBI CJIS
William F. See is originally from Kentucky. He received a Bachelor of Arts in Government from Morehead State University in Kentucky. He now resides in North Central West Virginia where he works for the FBI in the Criminal Justice Information Services (CJIS) Division. Mr. See entered on duty with the FBI in 1997 where he began his career as a fingerprint examiner in the Biometric Services Section. He next worked as a legal instruments examiner in the National Instant Criminal Background Check System Section. He then was promoted to CJIS systems auditor conducting triennial audits of federal, state, local and tribal CJIS systems agencies' data for the Law Enforcement Engagement and Data Sharing Section. Mr. See then moved to the FBI's Uniform Crime Reporting (UCR) program where he was charged with expanding the collection of tribal law enforcement data at the agency level. He also was tasked with initiating and implementing the FBI's compliance with the William Wilberforce Trafficking Victim's Protection Act and the collection of human trafficking data from the UCR program's law enforcement data contributors. While in UCR he served as the National Incident-Based Reporting System (NIBRS) Coordinator, advising FBI management on strategic development of NIBRS. He also composed and presented UCR policy change proposals to the FBI's CJIS Advisory Policy Board (APB) for tribal data, human trafficking data, and hate crime data. And, served as the designated federal officer for the APB's UCR Subcommittee. In 2015, Mr. See was asked to support the FBI's Law Enforcement Enterprise Portal (LEEP), where he facilitates LEEP's information sharing mission through FBI partner engagement, collaboration on portal development and policy assessment.
