Kelly Chess is a 16 year veteran 911 emergency telecommunicator with Jefferson County Emergency Communications. She holds the position of the departments Certified Training Officer, Medical Quality Assurance and 2nd TAC. Kelly currently serves on the Kansas APCO Board as the President and remains active in several committees to be the voice for 911 Emergency Telecommunicators all across Kansas.
