Shannon Browning, FEMA Region 4 Section Chief is responsible for the tactical lead for all requests from public
safety for FirstNet coverage needs within FEMA Region 4. He directs all activities toward identifying and
implementing the appropriate solution(s) to meet customer requirements for both planned and emergent
events. Shannon maintains visibility and control of the deployed solution throughout the lifecycle of the event
in order to ensure continuity and the ability to adjust to dynamic environments. He cultivates and maintains
collaborative relationships with internal partners, guaranteeing a cohesive response.
As part of ROG, Shannon is a specialist in deployable LTE communications equipment and technology and is
adept at responding with and employing a wide variety of solutions. His special focus areas include law
enforcement, land mobile radio technologies, information sharing, technology/application/communications innovation, and the Compact Rapid Deployable.
Shannon began his law enforcement career in 2007 with the Dallas Police Department. At the Dallas Police
Department, Shannon was assigned/selected to many units as he progressed through his career. He was a
member of a specialize burglary task force unit as a police officer, selected as a primary Field Training Officer
(FTO) as a Senior Corporal, and was a member of the Dallas Police Department's Special Weapons and Tactics
(SWAT) team as a Sergeant. After 14 years in law enforcement, Shannon made the transition to the Response
Operations Group within FirstNet, Built with AT&T.
Shannon holds a Master's Degree from the University of Texas at Dallas and a Bachelor's Degree from the
University of Iowa, alongside a Master Peace Officer certification from the State of Texas. He is extremely
passionate about law enforcement and is a champion for public safety.
Shannon lives in Dallas, TX with his wife Diana and his two kids, Santiago and Victoria.
